On the other hand, Recep Tayyip Erdogan, who dreams of sounding the Ottoman Empire, has used the Barcelona agreement to use refugees and asylum seekers as a human shield against the European Union. Following an armed conflict between Israel and Gaza from December 2008 to January 2009, the Arab Group refused to meet at a high level, blocking all ministerial meetings scheduled for the first half of 2009.  The refusal of arab foreign ministers to meet with their Israeli counterpart Avigdor Lieberman also led to the cancellation of two foreign ministers` meetings in November 2009 and June 2010.  The sectoral meetings of the Union for the Mediterranean were also influenced by Israel`s treatment of the Palestinian civilian population under its control. At the Euro-Mediterranean Ministerial Meeting on Water held in Barcelona in April 2010, the Water Strategy was not adopted due to a terminological disagreement over whether the territories claimed by Palestinians, Syrians and Lebanese should be called “occupied territories” or “territories under occupation”.  Two other ministerial meetings on higher education and agriculture had to be cancelled due to the same discrepancy.  On 22 February 2017, the Secretariat of the Union for the Mediterranean (UfM) and the Swedish International Development Agency (SIDA) signed a multi-annual financial agreement amounting to €6.5 million.
